Running down the Patriot Act

A Mr. Joe Kerry discusses the Patriot Act as it relates to personal liberties and the War on Terror and wonders where Mr. John Kerry stands [don't we all?]

The last few sentences sum up the important point:
If Kerry stands against the Patriot Act, I would like to know why. Is it because he believes its provisions undercut the liberties guaranteed in the Constitution or is it a crass appeal to his political base? More importantly, if his position has changed on this issue it would be even nicer to know why the Patriot Act was necessary immediately after September 11th but not today. We have a right to know the answers to these questions before election day.
